Once you get to the Kanto region, head to Pallet Town, you have to do a few things to get there first. You get there by going through Diglett Cave, which is blocked by a Snorlax. You'll need to fix the Power Plant and get your radio upgraded in Lavender Town to move it. Once this is done head to the Snorlax and wake it by tuning your radio to the top channel. After you battle the Snorlax head through the cave and head to Pallet Town. Now starting from Pallet Town Surf south until you get to Cinnebar Island, the surf east from there. You should see a cave, enter it and your inside the Seafoam Islands.
