He's at the summit of Mount Silver, and you have to have all 16 badges to face him. Beating him will award your party Pokemon with a Classic Ribbon. Red will always be at the mountain no matter how many times you defeat him, but I believe he doesn't show up at certain times during the day. Hope this helps~

After you beat Red, you have to beat the Elite Four before going up again.

You find him on the summit of mountain silver after you have all 16 gym badges. He has a lvl88 pikachu, lvl80 lapras, lvl82 snorlax and lv84 charizard, venusaur and blastoise.
