You need to defeat the mahogany town gym leader Pryce before you can go that way. Once you defeat him then the man who was blocking you from going onwards shouldn't block you as you head pass him.

Ok I am confused even after I beat all of the gyms except for Blackthorn (Not including kanto) I still cannot get there are there any other routes
