Eevee evolves into Espeon only when it has reached maximum happiness . To make Eevee happy, do these requirements: Battle with it, Walk with it, Talk to it often, Feed it, and enter it in contest. If you do not have an Eevee , then go to Goldenrod City, and talk to Bill, in his house. (Is located West in the city)

I believe you'll need to first get an Eevee, then battle with it a lot. Just make sure its happiness is very high, and only level it up during the day. Level it up during the night and you might end up with an Umbreon.

first,get eevee.second,train it till it reaches lvl.15
or so (be sure you train it in the morning or else youll evolve it into umbreon.)oh,and an easy way to train it is by putting your eevee first in your party
and when you battle,switch it to a stronger pokemon.
it will give your eevee a lot of exp.points if it is lvl.1!i tried it while rebattling bugsy,and it grew to lvl,19!!!
