After fleeing from the Burnt Tower, it can be found in Ciawood City. Next, near Mt. Mortar on Route 42. Next, in the waters below Vermillon City. After that, in the waters toward the East side of Route 14. Finally, on Route 25 directly east of Bill's House.
If you should accidently defeat it, it will reappear in the Burnt Tower (after you have defeated the Elite Four).
