but how do u get the ice shoes for then man in the ice path Forgoten_Scars answered:
You have to beat all previous gym leaders, defeat the red Gyrados, defeat Team Rocket in the radio tower, and take ice path to the last town in the Johto region. Once in that last town, go fight the gym leader.
