After you get the machine part to fix the power plant, go to the radio tower director in kanto. He should give you the EXPN card to upgrade your radio. So now when you go to the pokegear radio, if use the up arrow key all the way to the top of the circle the poke flute should be there.

Snorlax is lv50 i sugjest using dusk balls on it and using fighting and dark type moves
