When is the password radio show on? The one for getting the password that you tell to the girl in the radio tower so that you can get blue card points.

Maybe it might be you are in Kanto and you cannot listen to radio shows of Johto in Kanto
Anyway what you need to do is to defeat the elite four go to lavender town in kanto after gettin getting to vermillion city on the ss aqua head east of vermillion city then go to lavender town via route 12 then go to radio tower and now you can listen to radio shows anywhere
