I know that Lugia is in the cave in Whirl Islands but how do you get past the man guarding the way? I can't find the silver wing that you supposedly need. Does anyone know how to get it? Thanks :P

You get the silver wing in Pewter City. A man gives it to you.

The Silver wing is given to you by an Old Man near the entrance to Route 3 in Pewter City. Go back to the Whirl Islands and the Monk will let you go by.

talk to an old man in Pewter City. he'll blabber for a bit and then give you the Silver Wing.

first go to the radio tower defeat team rocket and executive archer then the director will come up and give you the silver wing next you go to the wirl islands and talk to the man blocking the way he will see your silver wing and let you go past to fight lugia
