When use give a Pokemon stuff like calcium and carbos is it counted as EV training?

No. Calcium and Carbos and the likes simply increase the specified base stat.

Yes. Every vitamin you use, uses up 10 EV's. For example, I use 10 Carbos, that will give 100 EV's to whatever stat Carbos boosts.
