Help Question about The Elite 4
Why after you defeat The Elite 4 the first time you can face them again right away The guard starts saying the same thing I thought you had to wait till you were done with the Konto Gyms to face the elite 4 again I am confused.

You can face them at any time once you have defeated them the first time.
They will remain at the same levels until you defeat Blue in Viridian City.

So basically, think of it like this. After you beat the johto region gyms you face the round 1 elite four. You can keep battling in this round until you defeat the kanto gyms. Then it's round 2 and has much more powerful pokemon.
