In most places, you need the Dowsing MCHN. However it will only work when you transfer watts from the Pokewalker. Sometimes the Rock Smash rock in Violet City has a Heart Scale under it. On Wednesdays at the Pokethelon Center, one of the prizes is a Heart Scale and it costs 1000 points

get it by going to DARKY-MAN who is only found as a pokemon in the Ousides of vermillion city and capture a pokemon which looks like a costume(really hard) and when you get him he will give you as many rare candys by using special move rarity advantage

Everyday on Wednesday or Sunday, it will be at the Pokeathlon Dome as a prize. Get 1000 Pokeathlon points and you can purchase it.

U have to wait till uv beaten the elite four and then go on the boat.. There should be one one the boat, then when you get off the boat n you bump in suicine and that other guy.. Go to the p.c. ( Pokemon center) then go south . Use cut at the gym then use surf at the ocean and surf to that pokeball on that little beach near the boat dock.. Hope that helps kid -the 0m3n%uE11C%uE11C-

I'd say the best way is to smash rocks in cianwood. Also, the Pokemon Luvdisc appears in a swarm, and the location is given on the Prof Oak news station. It has a 50% chance of holding a heart scale. My tactic is to have a (fainted) Pokemon with Compound Eye Ability 1st in the party. Then have a Pokemon with the move Covet 2nd in party. Use covet on em and there is a very big chance of getting a heart scale. Good luck.
