I know the only way to get cubone is by talking to dawn's sister is there something I need to do first because she doesnt rmbr my name

Well, you can start by obtaining the National Dex. Beating the Elite Four can help out a lot, too. You can obtain the National Dex by seeing all 150 Pokemon in the Sinnoh Dex.
Here's a little guide by Merriland to help you obtain the National Dex: http://www.gamefaqs.com/portable/ds/file/925601/45138
Once you're there, click "CTRL" + "F" and then type in "s8.6." This will bring you to the locations of the Pokemon found in the Sinnoh Dex.
Once you've done that, go to Sandgem Town and talk to Rowan. Oak will come up and give you the National Dex.
Now, with this, go in Dawn's house, and talk to her little sister. She'll occasionally name some Pokemon that can be found on some route they can be found on. Sometimes, Cubone will appear on Route... 203, I think? Somewhere around there.

Before you start getting Pokemon to swarm you are going to have to beat the elite four and get the national dex. After this you can talk to dawns sister and she will tell you what particular Pokemon is swarming where. It is one Pokemon per day and as far as I can tell it's random as to which Pokemon she chooses. You are just going to have to be patient. I had to wait for about 50 days before she finally said that swinub were swarming.

You're right! Cubone appears in swarm proportions in Route 203 and you may find out there is a swarm either by talking to your main rival's sister (Dawn or Lucas) in their home, or by watching televisions... But this doesn't actually 'create' the swarm... The swarming Pokemon can be chanced upon just by looking around!
BUT... They only start to swarm after you have beaten the elite four and obtained the National Dex of professor Oak, so you may not have done those things yet. That's all. Hopefully you're close.
If you have cubone on another GBA gamepak, then you should be able to migrate it to Sinnoh after you have seen every Pokemon in Sinnoh. Good luck!

Well, have you beaten the elite four? If not you cannot get cubone from a swarm. Sorry.

You have to beat the elite four and get the natinal dex first and then everyday she tells you a different location of a pokemon
