Is it the one you need to put the old keystone into? I think that after you defeat the elite four, you are able to unlock the fourth lake to go and battle giratina in turnback cave.

That rock is the event rock. Once you go through the long Pokemon events (or nintendo events) in or around your country you will get a event item called 'oak's letter' this, when you activate it, will let you see oak again and you will open a long route. At the end you will find shaymin. And he is not realy a legendarie.

There's nothing important about the rock. However, when you obtain the Oak's Letter by cheating or going to a Nintendo Event (which are currently held in Japan), Professor Oak will meet you in front of that rock. Then, a path will be extended beyond that white rock that leads to Flower Paradise, where you will find and battle a level 30 Shaymin.

Use the run anywhere action replay code and walk up until you find a path walk all the way to the end and catch shaymin.
