Ok. Congrats on your first question 8-). You will need to import it from previous games. There is no other way. Unless you use action replay (highly NOT recomended.) REMEMBER! Action replay is not registered with nintendo.

You can only get Mew by migrating him from FireRed, LeafGreen, or Emerald (You need Mew in either of those games).
In order to migrate Pokemon, you need to obtain the National Dex by seeing all 150 Pokemon in the Sinnoh Dex. Here's a little guide by Merriland to help you:

(Once you're there, click "CTRL" + "F" and then type in "s8.6." This will bring you to the locations of the Pokemon found in the Sinnoh Dex).

Once you've done that, go to Sandgem Town and talk to Rowan. Oak will come in and give you the National Dex. Now, go to the end of Route 221 and go in the building. Save your game, and insert your FR, LG, or Emerald game in the DS slot. Restart your game, and on the menu, select "Migrate from FireRed (OR) LeafGreen (OR) Emerald". Select the Mew in your PC from either game, plus 5 other pokemon. Now, go into Pal Park, and look for your Mew! There is no time limit, but you are rated on how long it takes you to find and catch all 6 pokemon. Don't worry about catching them, you're given 6 Park Balls, which have a 100% catch rate.
