You need the first 4 badges. Once you've done this, talk to a grunt in the northeastern corner of Pastoria City [in front of the Safari Zone]. Chase him, beat your rival, chase him some more, and battle him. Once you beat him, go up and talk to Cynthia. She'll give you the Secretpotion, which is used to heal the Psyduck on Route 210.
