You raise a very difficult but easy question to answer. It just so happens that when you teach a Pokemon hidden power, it will be elemental, it could be any one of the 17 types of moves there are. It will be different for each pokemon. One level 41 starmie could have dragon type hidden power and another level 41 starmie could have bug type hidden power.
The power and type of this move depend on the IV or individual values of your pokemon. These are numbers from 0-31 given to each stat of your pokemon. And there is no way really to find out for sure what they are. There are IV calculators which give a good guess, but they are not perfect. Unless you are a seriously sick Pokemon breeder it is pretty much random as to what type the hidden power will be, and furthermore you can't find out unless you test it against many types and see what it is super effective and not very effective against. I hope that helped a little bit at least.

Hidden Power is based on a pokemon's IVs. To (manually) find the pokemon's IV, you have to go through a series of equations. Luckily, there is an online IV caculator on serebii.net that caculates the IV for you.

Select the Pokemon, gender, level, nature... And here's where it gets confusing.
1. To find out what IVs you have, type in the pokemon's stats, and then click "Caculate Individual Values". This will get you your pokemon's IVs, and they shall be numbered somewhere between 1-31.
2. If you want your Pokemon to have a certain IV, but you're not sure what their stats need to be, then fill in their required IVs, and then click "Caculate Stats". This will get you the stats required in order to achieve that IV. 3. To find what Hidden Power type your Pokemon currently has, type in their IVs, and then click "Caculate Hidden Power". This will get you the Hidden Power type and Power. This requires doing Step 1.
It took me an hour to find out what IVs my Roserade should have to get Hidden Power Ice. There has to be hundreds of possibilities >_> Good luck!
