Wait for them to hit the United States or wherever you live. Then you get the item and proceed to do the task to find the Pok�mon.

Well, you need Mystery Gift, obtained from a guy on the second floor in the Jubilife TV Station. Talk to him, and answer his first question with "Everyone Happy". Then, answer his second question with "Wi-Fi Connection" and he'll give you Mystery Gift.
With this, you need to attend a Nintendo Event in REAL LIFE, in places such as New York. They'll give you items such as the Azure Flute or the Member's Pass.
You can also cheat to get the items, I believe the guy still appears since he needs to give it to you.
In other words, in-game methods won't work to get any Event items.

You can get the little green man through a cheat device(if you have one)or a nintendo event and dipending on what item he gives you, you have to go get the pokemon.
Azure flute - Arceus
