You need hm 04 strength and teach it to a Pokemon that can learn strength. You also need the Canalve City gym badge.
You can find hm 04 strength at the lost tower. The lost tower is south of solocean town. It will look like a tower with some kind holes on it. Climb to the top of it and two old ladies will be present. One will give you strength and the other will give you something that I forgot.

To move boulders, select a Pokemon that learned strength and use strength.
Once you did that you will be able to move boulders.

You have to Solaceon town, then go to the bottom exit of the town. When you are outside of the town, go down and you will see as black tower. Go inside and climb to the very top.(Make sure your pokemon are healthy, because there are trainers and wild pokemon the whole way) At the top, you will see a person(It might be 2, but 1 of them gives you strength.) When you have strength, teach it to 1 of your pokemon. Wala! You can now move boulders(as long as you have a high enough badge, and if your stuck, you probably do.) Happy playing!

Did you get the HM for Strength from Lost Tower on Route 209? Did you beat the gym leader in Canalave City (Byron)? If not, then you can't move the boulders.

You either need help with Rock Smash or Strength.

You automatically get Rock Smash from a guy in the Oreburgh Gate, so I doubt you're having trouble with that. However, if you are, you need to get the first badge to use it. And you need to teach it to a Pokemon, of course.

If the rock is a grayish color, then you need help with Strength. Go to the top of Lost Tower, on Route 209 [south of Solaceon Town] and talk to one of the old ladies. She'll give you HM04 Strength. With this, you need the sixth badge in order to use it [and, of course, a Pokemon needs to know it].
