Shadow cesselia this is another question to proof if you are a master.where in this game can you find the wish tag.and what those this item do

You can't get Wish tag in D/P. Only in S/R/E. You can however get a spell tag which raises ghost moves and can be gotten on the ghost Pokemon in Emerald version I belive.

Neat! This item is not available in D/P. The wish tag supposedly makes jirachi appear. But this item is not available in D/P, (previously stated) therefore pretty much does nothing. You can migrate, it though (both jirachi and wish tag)
Now, there's a shadow tag which powers up ghost attacks. There's also a cleanse tag which helps keeps away Pokemon if the holder is in the front of the party, but no wish tag in this game that I know of.

...And yeah, there is no such thing as a Wish Tag in the Pokemon games. Without cheating, that is.
I honestly wouldn't know if you could get it even WITH cheating.
