You cannot get Arceus at this point but the only way to get arceus is by A.R. Cheat at the moment sorry. I hope this helped you out.

Sorry to say, but for now, the only other way is to fly to Japan and attend a Nintendo Event there... Until they come to the U.S., you can attend one here.
