Can you trade every Pokemon from emerald to Pokemon Diamond including Kanto/Jhoto pokemons?

All Pokemon can be traded from Ruby/Sapphire/Emerald over to Diamond and Pearl.

Once they are traded to Diamond & pearl they cannot be traded back.

Well, yes. You can get a little bit of Pokemon from every generation in every game.
You can get first generation Pokemon from Fire Red and Leaf Green.
Second generation Pokemon from Fire Red, Leaf Green, and Emerald.
Third generation Pokemon from Ruby, Sapphire, and Emerald.
And of course, fourth generation Pokemon from Diamond and Pearl.

It is possible to get MOST Pokemon without cheating. For every Pokemon, you might need all 8 GBA Pokemon games.

Yes. All Pokemon can be put on Diamond.
