No they generally get owned by fire, by virtue of one of their types being ice. Well the level you have to be is probably like 50-55. With that said youll only win at those levels if you are a great battler and have loads of items at your disposal. With that in mind if you work hard and get them to high 60's you should breeze through, if you know your types, which Im not sure you entirely do.

For most of the E4, yes, Sneasel or Weavile is extremely useful against some of the Pokemon that are used in the E4. However, he'll get owned by the third member who uses fire types. Be careful of fighting types, too.
I'd highly reccomend that your team be between levels 50 and 65. That's basically where the E4 levels range, as a matter of fact.

Being dark and ice, they could take out bug, grass, psychic, and others depending on the move set.
