Ive had this game for about a month now and Im up to versing the elite..

You probably fail because there so low leveled. Get them up to 60

and get a grass pokemon.

Oh lord, you killed me. HMs on your main team? That's a HUGE no-no. Take out the HMs and put them all on Bibarel, Starly, and Gyarados.

Their levels are semi-decent, however the E4 goes up to level 66, so training all of them up about 10 levels wouldn't be a bad idea.

Have Infernape know Flame Wheel, Close Combat, and Sword Dance.
Luxray needs to know Thunder Fang, Crunch, and Ice Fang/Thunder Wave.
Lucario can know Dragon Pulse, Close Combat, and Aura Beam.
Dialga should know Dragon Claw. Flamethower isn't a horrible idea.
Mantyke? Take him out. Replace him with Roselia/Roserade with Enery Ball and Sludge Bomb.
Azelf: Nasty Plot, Psychic, and Shadow Ball.

As long as you have those Pokemon know those moves, you should be fine. HOWEVER, I would have strongly suggested you have a fire, ground, grass, fighting, ice, and dark Pokemon in your team, so you can KILL the E4.

Such examples would be Infernape, Roserade, Weavile, and some ground pokemon. You can include Dialga and Azelf in your team to add the taste of legendaries in it.

Ya dude your team is hurting. First off youll need like at least 60-65 when fighting the e-4. Your dialga needs some work, rock smash and ancient power have got to go. If you raise it up to get earth power and aura sphere it will be ok. At VERY least evolve mantyke. A better idea is to get rid of him and azelf. Get a starmie instead with surf, thunderbolt, psychic and ice beam. A gengar with dark pulse, sludge bomb, shadowball, and psychic is another good choice. As a rule of thumb, don't both with hm's other then surf on pokemone you are actually going to be using in fights. It may be smart to choose between one of infernape or lucario and get a ground type or something that can use earthquake.

Then for the 3rd your choice I have no advice. Then for Lucian raise azelf since it knows shadowball. And for cynthia just keep on training. My advice all Pokemon up to lv 65-70 if you can.
