100 KING answered:

You get them by migrating them from S/R/E or just trade them from GTS or someone else.

v-gamer answered:

Once you obtain the National Dex by seeing all 150 Pokemon in the Sinnoh Dex, you can migrate your Pokemon in Pal Park from any Gameboy Advance Pokemon game. In other words, you can migrate the three Regi's from Ruby, Sapphire, or Emerald.

To migrate Pokemon from Pal Park, see all 150 Pokemon in the Sinnoh Dex, and go in Rowan's lab in Sandgem Town to get the National Dex from Oak. Then, just go the end of Route 221, and talk to Oak to get the Poke Radar. Save your game here, turn off the DS, insert Ruby, Sapphire, or Emerald in the DS GBA game slot, start your game [Diamond] and at the start menu, select "Migrate from XXX". Choose 6 Pokemon from the PC from the game, 3 of which need to be the three Regi's in your case, and then just continue your game. Talk to the guy, and look in the mountain-like area in Pal Park to find the three Regi's. [Just so you know, you're rated on the time you took to catch all 6 pokemon. Don't worry about not catching them, the Park Balls they give you have a 100% catch rate, just like the Master Ball.]

chaox answered:

You must have ruby, sapphire or emerald! Get them in either 3 games and migrate
Them!

Get them in saphire, ruby, or emerald and transfer them to palpark using the dual-slot function

tropius answered:

You don't have to use action replay you just need Pokemon ruby saphire or emerald and catch them. Then migrate them using pal park. to get the regis all you have to do is catch a relicanth andget a wailord. Then find a spot in the oceon current that pushes you to slateport to dive in . Once you have found that then you can go down into the cave ( wailord at the front of your party relicanth at the back).go to the back of the cave and use dig. A wall should break down in front of you then , go to the back of that cave and put wailord in the back of youre party and relicanth at the front. Then it should say about an earthquake and 3 doors opening in hoenn. then you can go to the place where the sandstorm is and go south to the bottom of the dessert.

There you will see an entrance to a new cave. Go in. Then go to the brail on the wall and then take two steps back and two steps left then use rock smash. The door should open and...vwala one regirock is waiting.

to catch regi steel go to lily cove and walk left until you reach the end of route 121. Then you should go up ome steps and go into another cave. Go in to the moddle of the room and use flash or cut I can't remember , then the dooer should open and registeel is waiting .

Regice is some where around the land on route 105. When you find the cave go to the brail and walk around the edge of the room once .then the door should open and youre ready to catch regice

Good luck
