You get the pokeradar when you get the national pokedex, you get the national pokedex from the professor after you have seen all of the sinnoh pokemon. You just have to see all of them not catch them

You complete seeing all of the Pokemon from the Sinnoh Region. Then you go back to the professors lab and show him that you have completed it and he gives you the pokeradar.

First, you need to see all 150 Pokemon of the Sinnoh Pokedex. This can be simply done by battling every trainer in the game. Then, go to Sandgem Town and talk to Oak. He'll give you the National Dex. Now, go to the end of Route 221 to find that Pal Park has been opened. Inside, you'll find Oak again. He'll give you the PokeRadar. [NOTE: If you go to his house in Eterna City, he'll give you the Up-Grade >.< He's quite a giving man.]
