You can find the fossils in the unerground. You can get the explorer kit from the old man in the house to the right of the Pokemon centre in eterna city. Use it to go down.

Go underground w/ the explorer kit from the digging man in Eterna. It is rare, though.

It is found underground but like other fossils, it is a rare find and you need a certain amount of skill or luck to maximise your chances of obtaining it if it is found.
You should notice if a rare item is found as the walls will crumble much quicker when you mine it.
