You need to go to a nintendo event in japan or in america somewere big.and thats how you get them or with an action replay

You either hack them with an Action Replay or go to a Nintendo live event

You can use a action replay to get a darkrai or trade him from someone else. You cannot go to the nintendo event as it has allready happened.
To get a arceus use a action replay or trade from someone who has one because the nintendo event has not yet happened.

As of now there is no legit way to get an Arceus, but you can still get hacked ones on the Pokemon trading forums. As for Darkrai, there was a Japanese movie event that people got him from, so I think the only legit Darkrai would be Japanese(don't quote me on that though), and you can also get hacked ones on the Diamond/Pearl Trading Forums, that is if you don't have a problem with hacked Pokemon, like some do.

You type in an action replay code. Then you go to the pokemart and get a gift from a guy in a green jacket. You will get a Member Pass and an Azure Flute. You take the Member Pass to Canaclave City to the place where it says that the door is locked and if you have the pass then it will open and then you go and get Darkrai. You take the Azure Flute to the spot where you first met Dialga and then it will start playing and then there will be a stairway to the heavens and thats where you get Arceus.
