Use the action replay to select the code that gives you azure flute and use it. When you get the azure flute go to spear pillar (where dialga is) and use it. A stair case will appear. Climb it to get to arceus.

You go to the pokemart and get the Azure Flute and then you go back to the spot where you met Dialga, and then a stairway will come from the sky and that takes you to Arceus.

You have to climb the mountain again and go to Spear Pillar.Then the game will ask if you wish to play the flute and if you say yes , there will be stairs in front of you and you go up them and there will be Arceus in the Hall of Origin.
