You get Defog from a person near the entrance/exit to the Safari Zone in Pastoria City. Once you enter the Safari Zone, talk to the person to your right and he'll give it to you.

You have to fly to pastoria and out side the great marsh there should be a team galactic grunt.talk to him and he will run ofl.go heal and prepaer for a rival battle then keep chasing him and then you will battle him arfter lake valor hotels.them there will be a girlwoman there and she mensoins the psyduck with the headache then she will give you the secret potion use it on the psyduck and they will run off.the woman (that gave you the super potion)will come up to you and give you defog and say can you delliverthius to her grand mum at celestic town(by the way the womans name is cynthea and she is the champion of the elite 4)
