You have to migrate them from Emerald version.

First, you have to obtain the National Dex in Diamond. Then, in Emerald, you get one of the three starters when you complete the national dex. Then, you trade that pokemon in Ru/Sa/FR/LG, and you start a new game and do that all over again >.< And then repeat. It takes a while, I know... But, if you don't have Emerald, then your only other choice is to cheat.

I don't believe you see it in-game, either...

When you complete the pokedex in emerald profeser birch will give you 1 and only johto starter and you have to migrate but once it's migrated you can't put it back on the gba game card

I hope I helped

Theres a way where I think you don't have to do it through emerald but you have to have 2 GBA SP or original and a link cable, I think you can trade from G/S/C to R/S/E then you migrate them over from R/S/E but remember if you don't have all that stuff don't go and buy it because I can't remember if you can or can't trade from G/S/C to R/S/E. But if you do have that stuff itll never hurt to try

Nanoboy25 answered:

You have too get the Jhoto starter Pokemon from a Pokemon Colliseum into one of your GBA game and then you have too migrate into your Pokemon Diamond.
