Question for Pokemon Diamond
How do I get Darkrai. I hve the member card but the door is lock to the Harbor Inn(building about the PokeCenter in Canalave City) Do I need to complete the Pokedex first???

First, you must beat the Elite 4, get the National Dex, get the Lunar Wing from Fullmoon Island and give it to Sailor Eldritch's son who's being tormented by Darkrai's nightmare. To my knowledge, I think Darkrai's #491. Hope this helps!
P.S.-Save before talking to Darkrai so you can get a good nature. Trust me, _ _ teach him Dark Void in the 60s and you'll always be using him! From: Toboe. '_'

From what I know, you only need to obtain the National Dex.
If the pass was obtained by cheating, I can't say much since I don't cheat. I know that if it was a legit one that it would work, but since you obviously cheated to get it... Sorry, but there isn't much else I can tell you.

To get Darkrai you must either go to a Nintendo Event some many miles away, or cheat. I would personally choose cheat. But if you drag yourself to an Event, you get the key to the Inn. Then you have to sleep in the bed there. In your dream you visit an island and you fight Darkrai. When you wake up you have the legendary Pokemon, if you caught it. I would still choose to cheat. I don't think the pokedex has to be completed.
