You can use the Poke Radar on Route 218 in the (only) patch of grass near Canalave City. He's [apparently] rare to run in to, so have patience.

Yes you can. Go to Canalave City, then go out the city. Don't surf, there should be some grass straight ahead. Go in and use Pokeradar. There should be either Floatzel, Gastroden or Ditto! Hoped this helped.

You have to trade with somebody who used pal park! to get ditto

I got mine with the Pokeradar. I think (I'm not sure) you can find one in Route 218.

You can find Ditto in Route 218 with PokeRadar only. It's rare by the way.
