You obtain the super rod from a fisher man after you:
1. Beat the Pokemon league
2. Obtain national pokedex(see all sinnoh pokemon)
3. Fly to snow point city and ride the ferry to the battle area.
4. Talk to the fisherman north of the docks

First get all the Pokemon in you're pokedex and then go to the battle zone and wen you get the head north to one of those seperating stations and inside ask the fisherman he'll ask about fishing and ask if you like it or something like that say yes then he'll give it to you hope this helps

A fisherman in the Fight Area. When you try to head up towards survival Area on Route 225 he is standing next to some trees

When you take the ferry at Snowpoint city you will arrive at the fight area. When you dismount the ferry you will see your rival and a guy that looks like a girl. They will do there talking bits and then you can move around freely. You should see a karate guy standing around. Talk to him and he will give you a super rod.

Fight area. On the island. You must beat the E4 and you talk to a sailor that is near the dock he will give you the super rod in case you don't know how to get there you sail from snowpoint city after you beat the E4.

You get it from a fisherman in the Battle Zone eventually. (After the Elite 4)

YOu get the super rod after getting the shinno region pokemon in the dex then go to the fight area right after you get off the ship look to the north there will be a fishermen standing there talk to him and he will give it to you.
