Ditto-Use the pokeradar on Route 218
Dratini-Use the Super Rod behind the waterfall in Mt. Coronet(it is in one of the caves on your way to Spear Pillar)

You can get ditto on route 218 but you need the national pokedex and the pokeradar.
Dratini can be found in Mt Coronet with a super rod.

Ditto: Found on Route 218 using the PokeRadar in the patch of grass.
Dratini: Found in one of the rooms with the Waterfall by using a Super Rod on the top.
