You can only get darkrai from a special event that already happened in japan or hack it but there is another way you get an action replay use the walk through anything cheat and go to full moon island walk through the sailor that took you there and keep heading east until you get to full moon island thats where darkrai is

Go to a Nintendo Event or cheat and get an item called Membership Pass. Take it to the locked building above the Canalave Pokemon center. You will take a nap and awake on New Moon Island. A level 40 Darkrai awaits

You're 1/4 of the way there =] Next, obtain the Member's Pass by cheating or going to a Nintendo Event [currently in Japan; they'll come to the U.S eventually]. Then, go to Harbor Inn in Canalave City and stay a night. Lastly, obtain the item you see when you wake up and talk to Sailor Eldrich to take you to Newmoon Island, where Darkrai resides.
