Mr Backlot's Mansion south of Hearthome after getting the National Dex. Talk to him in the room on the right and he will tell you of a certain Pokemon in his garden(there are only about 11 that he can tell you about). There is a chance that he will say there are Porygon back there

After you get the national pokedex go and talk to the owner at the trophy garden ps you get different Pokemon each day porygon being one of them

Once you've obtained the National Dex, go to Mr. Backlot's house on Route 212 and talk to him. He insists that there are Porygon in his garden, but his butler corrects him. Mr. Backlot tells his butler to go put some Porygon in the garden, and so his butler will go out and do so, and you can sometimes find them in the Trophy Garden.
