To use the GTS (Global Trade Station) you must have a wifi connection but to use that connection before you start up your game you must select wifi connnection settings on the game menu and select search for access point after access point is found and you save the settings if you are within range of wifi connector you will be able to access the GTS and use the wifi club (bottom floor of Pokemon Center)
