I think there are 24 poketch apps but 4 are only available through nintendo special events.

There are 22 available in-game.
Get a Snorlax and show it to a girl in Pal Park and she'll give you a timer.
Get a Kecleon and show it to the same girl and she'll give you an app that changes the background color of your Poketch [the base is still blue for a boy and pink for a girl].
I'm not sure if there are any more than that...
