I know you nee fire red to get an elikid but where do you find him. So..

In this game, Power Plant refers to Valley Windworks

I think it does mean the iron works.

You find elekid on route 204-South Valley Windworks with FireRed in GBA Slot

No it does not mean the Fuego iron works you find Elekid in the grass outside the Valley Windworks if you have Pokemon Fire Red Version in the bottom slot on your DS

You find Elekid at Valley Windworks next to Floaroma Town. Elekid is in the grass in front of Valley Windworks. If you don't know where Valley Windworks is, just keep on going right when you're in Floaroma Town. You'll eventually see a building with grass in the front. Also, you can catch Drifloon there only on Fridays. The Drifloon will be standing in front of the building. I hope this helped.

So I assume you've inserted the FR in your DS and you've obtained the National Dex? Good.
Now go to Valley Windworks and run around in that grass patch. Elekid is pretty common, but about 5% of the Elekid there will hold an Electrizer, an item that helps evolve Electabuzz into Electrivire.

To get an elekid you must put the fire red Pokemon game in the gba slot of the DS,then go to the valley windworks east of floroma town they are there but they are rare.

You get it in iron works you go to vally wind works go north to the river and surf west north west north west you should see a bulding and go in it and there is iron work you get elektibuss and a ditto/fem electibuss and get an egg from it and hatch it and there it is elikid

I don't understand all of this. Are you guys using a game shark? I have fire red and I know of no such town or place. I've beat the elite 4 125 times already and only have access to the sevii islands. I don't know how to get access to island 8 and 9 and have no clue what you guys are talking about. I also need an electrizer but I'm at a loss...
