Haha, it's "Strength", not "Boulder Push". You get HM04 Strength from an old lady at the top of Lost Tower on Route 209.

On Route 217 on the west side, there is a house with a poke ball behind it. It is Rock Climb

'Boulder push' is called hm 04 strength and you find it in the tower below solaceon town

It is called Strength, not Boulder Push. Strength is found on route 209 from an old lady.

Okay WelshDude93, if it's not Strength, which I think there is BECAUSE Strength PUSHES BOULDERS... But anyway, if so, then there's only one other choice.

It's called Rock Climb. You get it on Route 217 near a house on the western side of that route. Evidently, go inside that house after you've obtained HM08 Rock Climb and talk to the hiker to get an Icicle Plate.
