Its in the Great Marsh, talk to the people that are right near where you enter it, and one of them will give you it.

In the Pastoria Marsh. It's the guy closest to the entrence.

Fly to Pastoria and go in the Safari Zone. Talk to a guy to you right and he'll give you HM05 Defog.

The way to obtain the HM 05 Defog, is to enter the Safari Zone in Pastoria City, you do not need to play the Safari Game to obtain the HM however, for just past the entrance to the Safari Game is a green haired man saying that no one will take the HM from him, and he gives it to you, after this, it is not neccessary to finish your trip, although to be cost effective, I suggest it.

When you get into the great Marsh in Pastoria City, There's a man in front of the tram. Talk to him and he'll give it to you.

In the Great Marsh, after you walk in, there is a guy with green hair who will give it to you

It is not a HM but merely a TM, it can be found from a kid near the great marsh who gives it to you when you talk to him
