Well, you obviously posted in the wrong game, but I'll answer for ya.
In Team Aqua's Hideout, there are numerous warp panels. There are times where you'll be warped to the beginning, and I don't know the order myself. But keep going through the warp panels, and you'll eventually be in a room with 4 items; well actually, 2 Electrodes, 1 nugget, and 1 Master Ball.

You get in the Team Aqua base in Lillycove, in that cove at the edge of lillycove on the right side. By the way, this should be in the Pokemon Emerald section in the GBA section, not Diamond of DS. Think before you post next time.

You get it in team aquas base if you have beten it do not fret you can go back so don't restart your game
