It's random. If you listened to Rowan, you can track Mesprit using the Marking Map app on the Poketch.

It goes all over sinoh! Get the marking map (you get the map at the poketch company in jublife) and follow it! DONT USE FLY TO GET TO IT! AFTER A FEW STEPS WHEN YOU USE FLY IT RUNS A DIFFRENT PLACE!

Anywhere wheres theres grass (in sinnoh) it's random like cressilia, raikou, suicune, and entei.

You can catch it in any place virtually. Just make sure you do not use fly. Or else, it will flee to another patch in a completely different route. It is one of those Pokemon that like running away, along with Cresselia, Entei, Raikou, and Suicine.
