For Uxie and Azelf, lower their HP, give them a status condition and use Dusk Balls(Solaceon, Snowpoint, League). For Mesprit, use a Haunter/Genger/Golbat/Crobat that knows Mean Look and has a Speed of 95+. Use Mean look and keep using Ultra Balls or Dusk balls(night)

1. For mespirit throw quick balls for uxie and azelf throw any ball even the strange ones like poke ball, nest ball dive ball net ball.(i caulght uxie with a dive ball and azelf with a poke ball

1.It's just the way the programmers made it. There is a long stretch of land from the Cafe down to the Hallowed Tower. You can bike there. I just take that path until they are on the route I'm on. As for Uxie and Azelf(the other one whose name you forgot), you should do it the same as Mesprit, except they don't make you play hide and seek with them. As for why you can't catch Mesprit, you should try putting it to sleep, or inflicting it with another status condition.

1. The trick with Mesprit is to get a Haunter/Gengar use Mean Look right away, and lock Mesprit from running away. And since her HP is already in the red zone, the next move would be to use Hypnosis to put her to sleep. If it's night, you'll want to use Dusk Balls. If it's day, you'll have to use Ultra Balls. The trick with Uxie and Azelf is similar, only they don't run away. Just get their HP down in the red zone, and use Hypnosis to get them asleep. And since they're in caves, just start chucking Dusk Balls and you're bound to catch them eventually.

The Pokemon, on the other hand, I would not reccomend.
For the E4, you'll want these types in your team:
Fire, Grass, Electric, Ground, Ice, Dark.
An example of each, in your case, would be:
Infernape, Roserade, Luxray, Onyx, Weavile. [Weavile covers both the Ice and Dark attributes, so you can add in your Lucario because he can be helpful in a couple cases].
