Were is the third gym leader shes not in the contest hall
I need to now the were abouts of her.

The third gym leader is in Pastoria City, the one you are looking for is the 5th.

The third gym leader is not in Hearthome, she lies in Veilstone. The one in Hearthome person is the 5th leader.

That's because you're in Hearthome City, and the gym leader in Hearthome City is the 5th gym leader.
The third gym leader is in Veilstone City. So go there, and beat the gym leader. Follow the events afterwards to help Dawn/Lukas obtain their pokedex, and so you can obtain HM02 Fly in the warehouse. From there, go to Pastoria City and battle the fourth gym leader there, and once you've obtained the first 4 badges, a Galactic grunt will be in the northeast corner of Pastoria City, in front of the building that leads to the Safari Zone, so before you talk to him, go in the Safari Zone to obtain HM05 Defog from a guy to your right once you enter the Safari Zone. Catch some Pokemon, if you want... Now, talk to the grunt, and after he runs off, be prepared for a rival battle. Once you've beaten your rival, I reccomend you heal up, but the goal is to chase him down until he tires out and eventually battles you. Once you beat him, Cynthia will come up to you and give you the Secretpotion to give to the Psyduck on Route 210. So now you go back to Veilstone/Floaroma, doesn't really matter, and go to Route 210 where the Psyduck are. Give them the Secretpotion, and Cynthia will come up to you again, and requests that you deliver the Old Charm to her grandmother in Celestic Town. So you go through the northern part of Route 210, which is really foggy, and so you use Defog here. [Defog is not necessary, but is very helpful]. Maneuver through that place, and once you get to Celestic Town, heal up, and go to the center of town. Battle the Galactic Grunt in front of the cave. After you beat him, the old woman comes up and takes the Old Charm from you. She asks you to take a look inside the cave, and so you have to go inside and examine the picture in the back. After that, and some more talk, the old woman will give you HM03 Surf, and you can now battle the 5th gym leader in Hearthome City.
