1. Yes.
2. Hidden at the very end of the secret area of the Wayward Cave, which can be found under Cycling Road. Requires Rock Smash. Or, 80 BP at the Battle Tower.

1. Earthquake or Rock Slide, your choice. Either way, they are both really good moves on Infernape.

2. You know of Route 206, where the Cycling Road is. Well, you need to get beneath Cycling Road, so that you have access to Wayward Cave. But don't go in Wayward cave, instead, go all the way to the left of the Cycling Road. Then, go two steps underneath Cycling Road, and go all the way up. Flash is optional, but really not necessary. Just move the central boulder up, and go down the stairs to your left. You are now in the basment of Cycling Road, where you can find some Gible [that evolve into Garchomp] and if you follow the path to the end, TM26 Earthquake, as well.
