First, you need to obtain the National Dex.
Then, you need to go to Pal Park at the end of Route 221.
Save your game and turn off the DS, or whatever you want. Insert your FR in the GBA game slot on the DS, and play Diamond. At the title screen, select "Migrate from FireRed". You're required to choose 6 Pokemon from your PC that will be found in Pal Park in Diamond. Once you've chosen the 6 Pokemon you want, the game will automatically restart. Continue your save file and talk to the guy behind the counter. He'll give you 6 Park Balls, which have a 100% catch rate. Then, you enter the Pal Park, and you're required to find the 6 Pokemon you migrated from a series of terrain; mountains, forests, ponds, oceans, etc.
You are rated on how fast you catch all 6 Pokemon, and how precise you were in finding them. However, 2000 points is easy to beat, and all you get is a berry.
