I'm trying to get my sneasel to learn ice punch but it can only be learned..

First make sure your sneasel is female then get any male Pokemon that can learn ice punch. Then put the two in the day care centre and you will get an egg. The egg will hatch into an ice punching sneasel.

If you Sneasel is a girl, breed it with someone in one of it's egg groups and if the father knows Ice Punch, then most likely the baby will know it when it hatches. If it is a male, I don't know how it will work

It's not that easy, you guys.

First, catch a male Medicham, and give a Heart Scale to the move tutor so he can re-learn Ice Punch. No, go out there and catch a female Buneary. Then, you breed the two pokemon. Once you've obtained a Pokemon egg, keep them in the day care center. Run around about 5,120 steps, until the egg hatches. Your goal is a male Buneary that knows Ice Punch. If you get a female, go back to the day care center and hopefully there's another Pokemon egg there. Pick up the pokemon egg and, once again, run around about 5,120 steps until it hatches, and your goal is still a male Buneary that knows Ice Punch. If it's a female again, keep doing that until you get a male.
Once you FINALLY have a male Buneary who knows Ice Punch, you can take the pokemon out of the day care. Go out there and catch a female Sneasel, and breed the male Buneary [who knows Ice Punch] and female Sneasel, and wait for an egg.
Once you get the egg, run around about 5,120 steps and you'll get yourself a Sneasel who knows Ice Punch!

It takes a while, but it's worth it.
