You have to obtain the national dex before you can go there,when you have it go to sailor elrichs house just outside the docks where you go to iron island and talk to sailor elrich and he will say that his son is sick and needs the lunar wing to heal him go to fullmoon island with him and incounter cresselia then cresselia will fly off and she will drop the lunar wing.

You talk to the sailor who took you to iron island. Talk to the lady in the house right above his boat in Canclave and then he will come in and take you the island.

Once you've beaten the E4 and obtained the National Dex, talk to Sailor Eldrich in Canalave City. He'll take you to Fullmoon Island to obtain the Lunar Wing. You'll encounter Cresselia along the way, but she'll run off into the wild grasses of Sinnoh.
